Racism has been a political tactic for the Republicans ever since the Goldwater campaign in 1964; refined into the Nixon “Southern Strategy” of 1968 and 1972; and further advanced in the Regan campaigns of 1980 and 1984, and the Bush the First campaign of 1988 with the Willie Horton ads. Ryan and the rest of the Republican elite don’t have the GUTS to repudiate racism and racists, their primary source of votes.
